Issue: Company Has No EDD Number But Needs One To Register for Online SWA Account:
To post a SWA Job Order for 30 Days per CFR 656.17, firms often encounter various “compound” administrative issues such as:
- Not having an EDD Number;
- In some cases because they don’t have any employees as of yet.
The issue is that an EDD Number is required for registering a CalJOBS account. And not having an employee complicates it further.
Example:
A firm attempts to register a CalJOBS online SWA account on the below screen and discovers the first step is to enter an EDD Number, e.g. “Employment Development Department (EDD) Account #”.
How To Register For An EDD Number
To register your business with the Employment Development Department to obtain an employer payroll tax number, visit the EDD e-Services For Business page and click Enroll:
Create a Username / Password and enter your basic info.
Await EDD Response To Your Registration.
If your business is new or has never had an employee, the EDD response may come back as:
Your business is not subject at this time. If you hire employees, you will need to register after paying $100 in wages in a calendar quarter.

Firm Has No Employees But Needs EDD Number: ASK EDD
So this is where the AskEDD tool comes into play. You can use it, or the phone. But it has to be an informed member of the business such as the Owner or an Accountant.

Let’s get some of the terminology out of the way. There are several abbreviated words:
SWA – State Workforce Agency. The agency or department in each State that oversees and administers employment and labor issues, for example Unemployment Insurance.
EDD = Employment Development Department. It’s the California’s State Workforce Agency. The best place to ask questions is the AskEDD Online Contact Form. The way to get a human staff to reply is covered in the Howto below.
